Recurrent cyclones account for large scale deaths, loss of livelihood opportunities, loss of public and private property, and severe damage to infrastructure. To reduce the loss of life and properties in the events of future calamities, the National Cyclone Risk Mitigation Project (NCRMP) has been launched by the Ministry of Home Affairs, with support from the World Bank, in two phases, in the cyclone prone coastal states and Union Territories. The National Disaster Management Authority (NDMA) has been designated as the implementation agency.
The Government of India approved NCRMP Phase-I for Andhra Pradesh & Odisha at a cost of Rs. 1496.71 crore in January 2011 to address the vulnerability of the coastal community to cyclones, who are generally poor and are from the weaker section of the society. After the cyclone Phailin, the Cabinet revised the cost of NCRMP Phase-I project on 16.07.2015 from 1496.71 crores to Rs. 2331.71 crore with the inclusion of additional scope of works and completion date was extended from 31st January 2016 to 31st March 2018. After considering additional requests from the State Governments, the project cost has further been revised to Rs. 2541.60 crore (Rs.1985.68 Cr – Central Share and Rs.555.92 Cr- State Share) in May 2017 with no change in completion schedule. In Jan 2018, the completion time of the project has been extended up to December 2018.
Aim: The project aims at minimizing the vulnerability to the cyclone and making people and infrastructure disaster resilient Components: The project has four principal components namely:
Component A, C & D are fully financed by the Central Government through World Bank assistance (loan) and component B is financed by Central and State Governments in the ratio of 75:25.
Outcome: TThe broad outcome of the project is a provision of cyclone forecasting, cyclone risk mitigation and capacity building in multi-hazard risk management. The major infrastructure, which is being constructed under the project includes multipurpose cyclone shelters (including shelter-cum-go-down) and approach roads/bridges to habitations and saline embankments.
Pursuant to the Financing Agreement and the Closure date of Phase-I, the reimbursement of the Credits (No. 4772-IN and 5413-IN for both the States) were closed by the World bank on 31.05.2019.
The NCRMP Phase-II approved at a cost of Rs. 2361.35 crore (Rs 1881.20 crore- Central Share and Rs. 480.15 crore- State Share) as Centrally Sponsored Scheme for implementation in the States of Goa, Gujarat, Karnataka, Kerala, Maharashtra and West Bengal by Union Cabinet during July 2015 with the date of completion as 31.03.2020. It has same components and cost sharing mechanism like Phase-I. The Project has been revised to Rs.2691 Cr (GoI share Rs. 2157.63 Cr, State Share Rs. 533.37 Cr). with the completion date is 15th March 2021.

In order to make the NDRF battalions fully functional and to house its men and material, construction of infrastructure and ancillary work is considered essential. Hence the Ministry of Home Affairs has sanctioned a scheme in March, 2015, to raise the infrastructure of 10 Battalions and 10 team locations. The project includes construction of Office Buildings, Training Block (Basic rubble field and props, High rise rescue, Advance search & rescue and Swimming pool deep diving etc.) and Residential quarters. The implementation of the projects is closely monitored by NDRF and a periodic review is taken by the Disaster Management Division..
Aim:To increase the functional efficiency in the administrative matter, capacity building and storage of specialized equipment of NDRF as well as relief stores and resources.
a) More effective and prompt responses by the NDRF to the disaster affected area thereby helping in mitigating the effects of the disaster and disaster like situation all over the country.
b)The project will help in increasing functional efficiency of the force, capacity building and storage of specialized equipment of NDRF as well as relief stores/resources and boost the morale of the force..
Duration:The scheme is likely to be completed by March 2020.
The Ministry of Home Affairs, Government of India had launched a scheme for the upgradation of the National Fire Service College Nagpur, Maharashtra, in June 2010 with an objective to enhance the capacity of the college
Aim: To enhance the capacity of the National Fire Service College to meet the requirements of specialized professional training in all aspects namely fire prevention, fire protection, firefighting, rescue, a specialized emergency response in the event of a disaster and for research documentation and consultancy requirements in the field.
Components: The main components of the scheme are as follows:
Project Cost: The total outlay of the scheme is Rs.205 crores, which has been recently revised upto Rs. 235 Cr. The scheme has now been extended up to 31.03.2021 without any additional Financial Implication
Project Duration: 2010- 2021
The 13th Finance commission recommended for creation of a National Disaster Response reserve (NDRR) with a corpus of Rs.250 crore as Revolving Fund to meet the immediate requirement of relief material/equipment after a disaster. The purpose of creating National Disaster Response Reserve (NDRR) is to mitigate the sufferings of the victims of the disaster which are beyond the coping capacity of the States.
As the recommendations of 13th Finance Commission, the Government of India has approved the creation of NDRR on 26.9.2014. The tentative items to be kept in NDRR are tents, food, medicines, blanket, temporary shelters lighting equipment etc. The items in the inventory of relief material will be procured by the DG NDRF by adhering to the provisions of GFR and other related instructions issued from time to time by the Ministry of Finance. The cost of distributed relief materials is to be borne by the concerned State / UT so as to replenish the inventory in NDRR.
Aim: To maintain an inventory of necessary relief equipment for at least a population of 2,50,000 people from Central resources in the plain areas and store availability for minimum 1,50,000 population in hilly areas.
Outcome: To mitigate the sufferings of the victims of the disasters and readily make available items commonly required for rendering relief in disasters which are beyond the coping capacity of the States.Project Cost: Rs. 250 cores.
The NDMA has approved a Centrally Sponsored Scheme focusing on training community volunteers in disaster response in the 30 most flood-prone districts of 25 states in India.
Aim: To train community volunteers with the skills that they would need to respond to their community’s immediate needs in the aftermath of a disaster, thereby, enabling them to undertake basic relief and rescue tasks from emergency situations such as floods, flash floods, and urban flooding, when emergency services are not readily available.
a) Training of 6000 community volunteers (200 per state)
b) Development of standardized training modules at the National Level and training institutes will be identified at the state level to impart training to volunteers
Project Cost: The total cost of the project is Rs.15.47 crore
Duration: The project has been approved for the duration of 2 years, i.e, for financial year 2016-2017 and the financial year of 2017-2018.

Ministry of Home Affairs vide their letter dated 02.02.2015 sanctioned the scheme ‘Strengthening of State Disaster Management Authorities (SDMAs) and District Disaster Management Authorities (DDMAs). The scheme is implemented by the Scheme Implementation unit (SIU) at NDMA.
Aim: To improve the effectiveness of all SDMAs and selected DDMAs and making them functionally operational by providing dedicated disaster management professionals for taking up measures for the prevention, mitigation, preparedness and capacity building to deal with threatening disaster situations or disasters.
Outcome: 36 States/Union Territories and selected 256 DDMAs will be strengthened and made more effective to handle disaster situations
Project Cost: The total approved budget of the project is Rs.42.51 crores .
Duration: 24 months(2015-16 to 2018-19)
The scheme has an integrated approach to provide reliable telecommunication infrastructure to disaster managers during times of non-disasters and in the event of disasters. It is a NDMA pilot project being implemented by BSNL.
Aim: The aim of the project is to provide the failsafe communication infrastructure and technical support for Emergency Operation Centers (EOCs) at MHA, NDMA, NDRF, 36 States/Union Territories and 81 most vulnerable districts.
a) EPABX feature will be made available through Universal Gateway which will have the facility to transfer telephone calls on any media including high frequency, satellite, terrestrial network, or any other mode including intercoms.
b) A single view of the disaster from the disaster affected site as far as possible will be provided to all stakeholders through the integration of various information feeds from handicaps, tablets and other devices.
Project Cost: The total cost of the project is 19.54 crores
Project Completion: The project is completed.
NDMA, as part of a pilot project on national level preparedness to cope with Radiological Emergencies, has taken an initiative to equip police and NDRF personnel for management of radiological emergencies in public domain.
Project Cost: The total cost of the project is Rs.6.97 crores.

In February 2016, the Government of India notified establishment of National Disaster Response Force (NDRF) Academy at Nagpur as a premier institute to impart high class training to NDRF and SDRF Battalions, Civil Defence Volunteers and disaster response personnel of SAARC countries in disaster management. The existing National Civil Defence College, Nagpur will be merged into the NDRF Academy. The Academy will be headed by a Director of the rank of Inspector General (IG) who will be supported by qualified faculty and other staff drawn on deputation from various fields of expertise.
At present, NDRF has 12 Battalions, each comprising 1149 personnel. However, NDRF does not have any dedicated practical training institution. Accordingly, it has been decided to establish the NDRF Academy to train NDRF as well as State Disaster Response Force /Civil Defence Volunteers and disaster response personnel of the SAARC countries.
Aim: To establish a dedicated practical training institution for the first responders in the event of a disaster
Outcomes: Annual training capacity of the NDRF Academy would be 2412. The Academy will conduct courses for Training of Trainers (ToT) and Master Trainers (MoT) in the areas of Collapsed Structure Search & Rescue (CSSR), Medical First Responder (MFR), Flood Rescue, Deep Diving, Landslide, Mountain Rescue and Chemical, Biological, Radiological and Nuclear (CBRN) Emergencies to the personnel of NDRF, State Disaster Response Force (SDRF) and other stakeholders
Project Cost: The total estimate of the project is Rs. 125.01 crores.
To build the capacity of the most hazardous districts in the most vulnerable states, the Government of India has launched a project on sustainably reducing disaster risks in selected districts.
Aim: To strengthen community and local self-government’s preparedness and response in the ten most multi-hazard vulnerable districts, two each in five identified states (Uttarakhand, Assam, Bihar, Himachal Pradesh and Jammu and Kashmir)
Project Cost: An amount of Rs. 6.07 crores have been budgeted for the project.
Project Duration: The project has been approved for a duration of 24 months, i.e, for the financial year of 2015-2016 to financial year of 2018-2019.
During the major disasters of Odisha Super Cyclone, 1999 and Gujarat Earthquake 2001, it was observed that the break-down of telecommunication linkages resulted in loss of invaluable time in mobilizing National & state resources for effective response. Accordingly, a National Emergency Communication Plan (NECP) was developed to be implemented in two phases to set up reliable communication links between the decision maker and various levels and operational response team at disaster site.
Aim: The NECP envisages equipping National Disaster Response Force (NDRF) with necessary satellite based telecommunication equipment including VSATs, transponders, satellite phones etc. for providing voice/data/video communication between the National Emergency Operation Centre (NEOC) and NDRF Battalions.
Project cost: The first phase of NECP was approved in 2004 at an outlay of Rs. 11.28 Cr. The Second Phase of NECP was approved in 2011 at outlay of Rs. 76.789 cr. for 10 battalions of NDRF. Meanwhile two new battalions of NDRF were raised in 2015. Accordingly, the provision of NECP Phase-II was also extended to these newly raised battalions at an outlay of Rs. 16.4372 cr. in 2017.
