National Cyclone Risk Mitigation Project (NCRMP)

The centrally Sponsored Scheme of National Cyclone Risk Mitigation Project (NCRMP) was a World Bank assisted programme for implementation by NDMA for mitigating risks of cyclones in eight (08) cyclone prone coastal States and. The scheme was having following components:

Phase I was approved for implementation with World Bank Assistance in two coastal states viz. Andhra Pradesh & Odisha in January 2011. It was further revised to Rs. 2541.60 Crore with the date of completion. Phase I stands completed as on December 2018 with a total expenditure of Rs. 2,524.84 crore.

Phase II was approved for implementation with World Bank assistance in six coastal States viz; Goa, Gujarat, Karnataka, Kerala, Maharashtra, and West Bengal in July 2015. with the date of completion as 31st March 2020. Phase II stands completed as on March 2023 with a total expenditure of Rs. 1806.84 crore.

PHYSICAL PROGRESS:

i. Early Warning Dissemination System (EWDS):-The EWDS, the state-of-the-art multi-technology option (Alert Siren, Satellite Radio, Mass Messaging, etc.) to provide reliable communication by ensuring last-mile connectivity during disasters has been commissioned and is operational in coastal districts of Andhra Pradesh and Odisha. The physical work has been completed in Goa, Karnataka, and Kerala and the testing for commissioning is being done. In Gujarat, Maharashtra and West Bengal, EWDS would be taken up in the next phase of NCRMP.

ii. Cyclone Risk Mitigation Infrastructure (CRMI):- The CRMI enhances the preparedness and mitigates the vulnerability of coastal communities through investments for the construction of multi-purpose cyclone shelters (MPCS), roads, bridges, underground electric cabling and saline embankments. The infrastructure created under NCRMP is as under:

iii. Capacity Building Training (CBT)/ Shelter Level Training (SLT): 24,007 Government officials from various priority sectors viz., Health, Education, Panchayat Raj Institutions, Urban Local Bodies, and Rural Development have been trained through 925 Capacity Building Training. Similarly, 68,988 community representatives have been trained on various disaster response skills viz., First Aid, Search & Rescue, and Shelter Management through 3421 Shelter Level Training.

iv. Studies undertaken:

Infrastructure Development of National Disaster Response Force (NDRF)

In order to make the NDRF battalions fully functional and to house its men and material, construction of infrastructure and ancillary work is considered essential. Therefore, the Ministry of Home Affairs has sanctioned a scheme in March, 2015, to raise the infrastructure of 10 Battalions and 10 team locations with a total cost of Rs.882.24 crore. The Scheme was re-appraised in 2017-18 under Umbrella scheme namely "Infrastructure for Disaster Management" by including infrastructure of one additional battalion and NDRF Academy. Later on, in 2021, approval for continuation of this Scheme from 2021-22 to 2025-26 was conveyed with a outlay of Rs. 949.81 crore with inclusion of 05 new sub-schemes. The implementation of the projects is closely monitored by NDRF and a periodic review is taken by the Disaster Management Division.

Aim: To increase the functional efficiency in the administrative matter, capacity building and storage of specialized equipment of NDRF as well as relief stores and resources.

Outcome: a) More effective and prompt responses by the NDRF to the disaster affected area thereby helping in mitigating the effects of the disaster and disaster like situation all over the country.

b) The project will help in increasing functional efficiency of the force, capacity building and storage of specialized equipment of NDRF as well as relief stores/resources and boost the morale of the force.

Duration: The scheme is likely to be completed by March 2026.

Establishment of National Disaster Response Force Academy, Nagpur

In February 2016, the Government of India notified establishment of National Disaster Response Force (NDRF) Academy at Nagpur as a premier institute to impart high class training to NDRF and SDRF Battalions, Civil Defence Volunteers and disaster response personnel of SAARC and neighboring countries in disaster management. Thereafter, in 2018, NDRF Academy has been established by merging existing National Civil Defence College, Nagpur. The Academy will be headed by a Director, of the rank of Inspector General (IG), who will be supported by qualified faculty and other staff drawn on deputation from various fields of expertise.

Aim: To establish a dedicated practical training institution for the first responders in the event of a disaster

Outcomes: Annual training capacity of the NDRF Academy would be 5500. The Academy will conduct courses for Training of Trainers (ToT) and Master Trainers (MoT) in the areas of Collapsed Structure Search & Rescue (CSSR), Medical First Responder (MFR), Flood Rescue, Deep Diving, Landslide, Mountain Rescue and Chemical, Biological, Radiological and Nuclear (CBRN) Emergencies to the personnel of NDRF, State Disaster Response Force (SDRF) and other stakeholders

Project Cost: The total estimate of the project is Rs. 125.01 crores.

Upgradation of National Fire Service College, Nagpur

The Ministry of Home Affairs, Government of India had launched a scheme for the upgradation of the National Fire Service College Nagpur, Maharashtra, in June 2010 with an objective to enhance the capacity of the college and to meet the requirements of specialized professional training in all aspects namely fire prevention, fire protection, firefighting, rescue, a specialized emergency response in the event of a disaster and for research, documentation and consultancy requirements in the field.

Project Cost: The total outlay of the scheme was Rs. 205 Crore, which was revised upto Rs. 235 Crore. The scheme stands closed in March 2022. The main components of the scheme were as follows:

The infrastructure works (i.e. Construction of technical and non-technical buildings by CPWD, Nagpur) envisaged under the scheme stands fully completed. Provision was also made that some pending works i.e. procurement of equipment including training aids and laboratory items be sanctioned as individual items of expenditure from the regular budget head during F.Y. 2022-23 and F.Y. 2023-24.

Other Disaster Management Scheme (ODMS)

The Other Disaster Management Scheme (ODMS) is a Central Sector Scheme, which was initially appraised and approved for five years from 2017-18 to 2019-20 with total outlay of Rs.372.92 Cr. The scheme has various components such as National Disaster Management Programme (NDMP), Other Disaster Management Projects (ODMP), Grants-in-Aid to National Institute of Disaster Management (NIDM), United Nations Development Programme- Disaster Risk Reduction (UNDP-DRR), National Disaster Management TrainingInstitution (NDMTI), National Disaster Response Reserve (NDRR) etc.

The scheme was re-appraised and approved for continuation beyond 31.03.2021, with outlay of Rs.73.42 Cr with period upto 2025-26, having only one component named 'Other Disaster Management Projects' (ODMP), with 17 numbers of ongoing sub-schemes being implemented by NDMA, as indicated hereunder:

12. Compendium of Traditional practices Earthquake Resilient construction practices for knowledge sharing and disaster risk reduction.

13. Resource Mapping of Earthquake engineering facilities in engineering / architect colleges.

14. Pilot project to improve Earthquake Resiliency of Masonry Lifetime Structures and upcoming construction.

15. Bihar, Uttar Pradesh and Uttarakhand Earthquake Scenario Development for Awareness Campaign.

16. Development of Teaching Resource Material for Earthquake Engineering Curriculum in Engineering Colleges for Technical Education.

17. Development of Probabilistic Seismic Hazard Map of India.


The sunset dates of these sub-schemes have been revised upto 31-3-2026.

Creation of National Disaster Response Reserve (NDRR)

On the recommendation of the 13th Finance commission, the Government of India has approved the creation of National Disaster Response reserve (NDRR) on 26.9.2014 with a corpus of Rs.250 crore as Revolving Fund to meet the immediate requirement of relief material/equipment after a disaster. The purpose of creating National Disaster Response Reserve (NDRR) is to mitigate the sufferings of the victims of the disaster, which are beyond the coping capacity of the States. The tentative items to be kept in NDRR are tents, food, medicines, blanket, temporary shelters lighting equipment etc. The items in the inventory of relief material will be procured by the NDRF by adhering to the provisions of GFR and other related instructions issued from time to time by the Ministry of Finance. The cost of distributed relief materials is to be borne by the concerned State / UT so as to replenish the inventory in NDRR.

Aim: To maintain an inventory of necessary relief equipment for at least a population of 2,50,000 people from Central resources in the plain areas and store availability for minimum 1,50,000 population in hilly areas.

Outcome:To mitigate the sufferings of the victims of the disasters and readily make available items commonly required for rendering relief in disasters, which are beyond the coping capacity of the States.

Revolving fund for the period 2021-22 to 2025-26: 250 crores

Up-scaling of Aapda Mitra Scheme

Government has approved the ‘Up-scaling of Aapda Mitra Scheme’ being implemented by NDMA in partnership with all the States / UTs to train, equip and insure 1,00,000 able-bodied volunteers in disaster response for floods, cyclone, landslide and earthquake relief and rescue in 350 disaster prone districts covering all States & UTs.

Under the scheme, community volunteers are imparted training with the basic skills that is required in responding to community’s immediate needs in the aftermath of a disaster i.e. flood, cyclone, landslide and earthquake relief and rescue.

Community Emergency Essential Resource Reserve (EERR) is created at the District / Block level containing essential light search and rescue equipment, medical first-aid kits, etc. All equipment procured under this scheme is also to be entered on the India Disaster Resource Network (IDRN) portal.

Objectives:

Up-scaling of Aapda Mitra Scheme is having financial outlay of Rs. 369.40 Crore and is funded from Preparedness and Capacity Building funding window of National Disaster Response Fund (NDRF). Timeline of the scheme is 31st March, 2024.

Common Alerting Protocol

Government has approved Pan-India implementation of ‘Common Alerting Protocol (CAP) based Integrated Alert System’ 'सचेत' (Phase-I) being implemented by NDMA in partnership with D/o Telecommunications and Centre for Development of Telematics (C-DOT).

CAP integrates all Alert Generating Agencies like Indian Meteorological Department (IMD) and its 26 Regional Centres, Central Water Commission (CWC), Indian National Centre for Ocean Information Services (INCOIS), Defence Geo-informatics Research Establishment (DGRE), Geological Survey of India (GI) and Forest Survey of India (FSI) in a centralized web-based platform which will modernize the disaster alerting mechanism of the country, using the information and communication technology and enhance the last mile connectivity. It will enhance the last mile reach ability of life saving critical information to the common people in timely manner. It will also strengthen Disaster Risk Mitigation (DRM) capacity at Central, State and Local levels in order to enable mainstreaming of risk mitigation measures into the overall development agenda.

CAP migrates the current manual approach of early warning information exchange between agencies to automated round the clock e-information exchange and notification. It integrates with major Telecom Operators of India for warning dissemination to mobile users through SMS.

Objectives:

CAP is having financial outlay of Rs. 354.83 crore and is funded from Preparedness and Capacity Building funding window of National Disaster Response Fund (NDRF). Timeline of the implementation phase is 31st March, 2024 which will be followed by sustenance period of 10 years.

Extension of Emergency Response Support System (ERSS) for Disaster Emergencies

ERSS for Disaster Emergencies is being implemented by NDMA in partnership with Centre for Development of Advanced Computing (C-DAC) for Pan India implementation.

Objectives:

Extension of Emergency Response Support System (ERSS) for Disaster Emergencies is having financial outlay of Rs. 41.75 crore and is funded from Preparedness and Capacity Building funding window of National Disaster Response Fund (NDRF). Timeline of the implementation phase is 31st March, 2024 which will be followed by sustenance period of 36 months.
