As per Section 9(1) of the Disaster Management (DM) Act 2005, the National Executive Committee (NEC) may as and when it requires constituting one or more sub-committees, for the efficient discharge of its functions. The NEC will appoint the Chairperson of the sub-committee from amongst its members, and any person associated as an expert with any sub-committee shall be paid allowances as prescribed by the Central Government.
In accordance with the above, the NEC approved the constitution of the following sub-committees for the discharge of its functions of scrutiny of Inter-Ministerial Central Team (IMCT) reports:
- The sub-committee headed by the Home Secretary will look into IMCT reports pertaining to cyclones, fires, floods, earthquakes, landslides, avalanches, tsunamis and cloudbursts on behalf of the NEC. The sub-committee will comprise of the Secretary (Border Management) of the Ministry of Home Affairs, and the Secretaries of the departments of Agriculture and Cooperation, Animal Husbandry, Dairying and Fisheries, Drinking Water Supply, Expenditure (Ministry of Finance), Food and Public Distribution, Health, Ministry of Housing and Urban Poverty Alleviation, Ministry of Petroleum and Natural Gas, Planning Commission, Ministry of Power, Ministry of Road Transport and Highways, Rural Development, Ministry of Water Resources and the Joint Secretary (DM) of the Ministry of Home Affairs, as the Member Secretary.
- The sub-committee headed by Secretary, Agriculture & Cooperation will look into IMCT reports pertaining to droughts, hailstorms, pest attacks, cold waves and frost. The sub-committee will include Secretaries of the departments of Animal Husbandry, Dairying and Fisheries, Drinking Water Supply, Expenditure (Ministry of Finance), Food and Public Distribution, Planning Commission, Ministry of Power, Rural Development, Ministry of Water Resources and the Secretary (BM) of the Ministry of Home Affairs, and the Joint Secretary (Drought Management) of the Department of Agriculture & Cooperation.
These sub-committees will function on behalf of the NEC and will determine the extent of assistance and expenditure, which can be funded from the National Disaster Response Fund (NDRF) and State Disaster Response Fund (SDRF) as per Section 42 (2) of the DM Act, 2005. The recommendations of these committees will be placed before the High-Level Committee for approval of the amount of assistance from the NDRF.

- The Sub-Committee headed by the Secretary, Ministry of Water Resources, River Development and Ganga Rejuvenation will exclusively monitor the measures for ensuring a high level of preparedness to face any disaster in relation to Mullaperiyar Dam. The Sub-committee will include representatives from NDMA, Ministry of Environment and Forest, Ministry of Power, Department of Telecommunication, Ministry of Agriculture and Farmers Welfare, Disaster Management, Ministry of Water Resources, River Development and Ganga Rejuvenation, Government of Tamil Nadu, and Government of Kerala.
