Uzbekistan

An MoU was signed on 20 April, 2023 between the Ministry of Home Affairs of the Republic of India and the Ministry of Emergency Situation of the Republic of Uzbekistan on the cooperation in the field of Disaster Management and Disaster Risk Reduction.

The MoU seeks to put in place a system, whereby both India and Uzbekistan will be benefitted from mutual support in the time of large scale disaster, exchange of infromation and share experiences about emergenecy situation, exhange of scientific technical information for effective disaster mitigation, training of officials, organising seminars and Joint disaster management exercises in the filed of Disaster Risk Reduction and Management (DRRM)

Maldives

An MoU was signed on 02 August, 2022 between the National Disaster Management Authority of the Republic of India and the National Disaster Management Authority of the Repulic of Maldives on cooperation in the field of Disaster Management.

Turkmenistan

An MoU was signed on 02 April, 2022 between the Ministry of Home Affairs, Government of Republic of India and the Government of the Turkmenistan on cooperation in the field of Disaster Management.

The MoU seeks to put in place a system, whereby both India and Turkmenistan will be benefitted mutullay by monitoring and forecasting emergencies, Interaction among appropriate organisations involved in disaster management, exchange of scientific tenchnical informations, organising joint conferences, seminars, workshops as well as exercises and training in the field of disaster risk reduction.

Italy

A Memorandum of Understanding (MoU) was signed on 24th June, 2021 between the National Disaster Management Authority, Ministry of Home Affairs, Government of Republic of India and the Department of Civil Protection of the Presidency of the Council of Ministers of the Italian Republic on Cooperation in the field of Disaster Risk Reduction and Management.

The MoU seeks to put in place a system, whereby both India and Italy will be benefitted from the exchange of technical-scientific information and development of joint projects; exchange of experts; development of strategies and methods aimed at reducing common risks, particularly in the field of Disaster Risk Reduction and Management (DRRM); sharing of technical expertise, specifically with regard to architectural and engineering domains etc.

Bangladesh

A Memorandum of Understanding (MoU) was signed on 27th March, 2021 between the National Disaster Management Authority, Ministry of Home Affairs, Government of Republic of India and the Ministry of Disaster Management and Relief, People’s Republic of Bangladesh on Cooperation in the field of Disaster Management, Resilience and Mitigation.

The MoU seeks to put in place a system, whereby both India and Bangladesh will be benefitted from the exchange of relevant information, remote sensing data, share experience/ best practices of disaster response, recovery, mitigation, capacity building for ensuring resilience; extend cooperation in the field of advanced information technology, early warning systems and remote sensing & navigation services etc.

Mongolia

A Memorandum of Understanding (MoU) was signed on 20th September, 2019 between the National Emergency Management Agency of Mongolia and the National Disaster Management Authority, of the Republic of India in the field of Disaster Management and Disaster Risk Reduction.

The MoU seeks to put in place a system, whereby both India and Mongolia will be benefitted from the exchange of information and sharing of experiences and best practices in disaster response, mitigation and preparedness, sharing of satellite remote sensing data and expertise of space technology based applications for effective disaster mitigation, training and capacity building programme for sectoral mainstreaming in Disaster Risk Reduction, exchange of publications and materials as textbooks, guidelines in the field of emergency management.

Tajikistan

A Memorandum of Understanding (MoU) was signed on 08th October, 2018 between the Government of the Republic of India and the Government of Republic of Tajikistan on cooperation in the field of Disaster Management.

The MoU seeks to put in place a system, whereby both India and Tajikistan will be benefitted from the exchange of information in the field of disaster management, monitoring and forecasting of emergencies, exchange of scientific and technical publications, exchange of experts and experiences in disaster Management, exchange of trainees and experts to facilitate capacity building in the field of disaster management.

Japan

The Ministry of Home Affairs, Government of the Republic of India and the Cabinet Office, the Government of Japan based on the traditional friendship between the two Countries and their endeavors to further advance their bilateral relationship; Recognising the importance of enhancing Policies for disaster risk reduction in both Countries in the scope of implementing the Sendai Framework for Disaster Risk Reduction (2015-2030) and aiming to share with each other the experiences and the knowledge on disaster prevention, response, recovery and reconstruction with each other signed the Memorandum of Cooperation (MoC) during the visit of Prime Minister of Japan to India, on 12th September, 2017 on Co-operation in the field of disaster management.

Shanghai Cooperation Organisation (SCO) Countries

India became a member of Shanghai Cooperation Organisation (SCO) in 2017. The SCO is a Eurasian political, economical and security organisation. Apart from India, SCO has seven other member States (China, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan) and 4 observer States (Afghanistan, Belarus, Iran and Mongolia). SCO Member States, inter-alia, have agreement on Disaster Relief Mutual Assistance, which calls for mutual assistance among the SCO counties in disaster response.

Germany

A Joint Declaration of Intent on Cooperation in the field of Disaster Management between the Ministry of Home Affairs of the Republic of India and the Federal Ministry of the Interior of the Federal Republic of Germany on cooperation in the field of disaster management was signed on 5th October 2015. The Joint Declaration of Intent (JDI) seeks to deepen and develop cooperation in the field of Disaster Management through exchange of information, processing technologies and other Scientific/Technological expertise in the field of Disaster Management, as well as providing training and capacity building of First Responders in Civil Defence, urban search and rescue, Fire services and medical field.

SAARC Countries

SAARC Agreement on Rapid Response to Natural Disasters was signed at the Ministerial level at the 17th SAARC Summit held at Addu city, Maldives on 11th November, 2011.

The objective of the agreement is “to provide effective regional mechanisms for rapid response to disasters to achieve a substantial reduction of disaster losses in lives and in the social, economic and environmental assets of the Parties, and to jointly respond to disaster emergencies through concerted national efforts and intensified regional cooperation..”

Russia

The Government of India and the Government of Russian Federation had signed the Agreement for cooperation in the field of Emergency Management during the 11th Indo-Russian Annual Summit held on 21st December 2010 in New Delhi. The main areas and forms of co-operation are: exchange of information, early warning, assessment of risks, joint conferences, seminars, workshops, training of specialists, mutual assistance in providing technical facilities and equipment, mutual assistance in enhancing early warning systems and capacity building of both states in emergency preparedness, prevention and response, planning and carrying out of activities related to emergency preparedness, prevention and response etc.

The Regulations defining the structure, functions and work procedure of the Indo - Russian Joint Commission were signed on 10th April 2013 in Moscow during the visit of the then Home Minister of India.

The first meeting of the Indo-Russian Joint Commission for cooperation in Prevention and Elimination of Consequences of Emergencies was held on 22nd March, 2016 in New Delhi. During this meeting the Joint Implementation Plan on cooperation in the field of prevention and elimination of emergencies for 2016-2017 was signed by Shri Raj Nath Singh, Hon’ble Union Home Minister and Mr. Puchkov Vladimir Andreevich, Minister EMERCOM, Russia.

During the visit of Indian delegation, led by Hon’ble Home Minister to Russia, the Joint Implementation Plan 2018-2019 was signed on 27th November, 2017 by Shri Raj Nath Singh, Hon’ble Union Home Minister and Mr. Puchkov Vladimir Andreevich, Minister EMERCOM, Russia.

Switzerland

India and Switzerland signed an agreement on 10th November, 2003 for extending cooperation in the prevention preparedness for handling natural disasters and assistance in the event of disasters or major emergencies. The aim of the agreement was to define the detailed procedures under which the “Swiss Government may offer and place at the disposal of the Government of India, the aid unit of the Humanitarian Aid of the Swiss Agency for Development and Cooperation in the affected area subject to acceptance of offer by the Government of India.”
